Security Sector Reform

چکیده

For 26 years, from 1960 until 1996 and the signing of the Accord for a “Firm and Lasting Peace”, Guatemala was the setting of one of the bloodiest of Latin America’s Cold War armed conflicts. During this period, a national security doctrine militarized the state. The last provision of the Peace Accord in Guatemala, the ‘Agreement on the Strengthening of Civilian Power and on the Role of the Armed Forces in a Democratic Society’, signed by the government of Alvaro Arzú and the URNG, publicly acknowledged the institutional weakness of the public security system which contributed to the conditions for civil war, and provided the blue print for security sector reform in Guatemala. It is within this detailed, comprehensive, and often noted “overly-ambitious” framework that Guatemala has undertaken the task of reforming its security apparatus, with one of the major aims of subordinating the military to civilian authority and control (Jones, 2000, p. 147). In May 1999, in a referendum in which only one out of every five citizens voted, the constitutional reform project—the backbone of the peace accords— which contained some key ingredients for successful SSR, was defeated. Since the signing of the peace, there have been substantial changes in the security apparatus, but the military continues to play a significant role in Guatemalan society, and other security institutions remain weak and often inefficient. The Government faces the enormous challenge of how to efficiently and democratically address the chronic violence that continues to envelop and destabilize Guatemala’s fragile democracy.

SOCIAL SECURITY REFORM and LABOR MARKETS : THE CASE OF CHILE

In 1981, Chile reformed its social security system. An inefficient and insolvent pay-asyou-go regime was replaced by system based on individual retirement accounts. Over the years Chile’s reform has been widely praised, and has been carefully studied by policy makers throughout the world. In this paper we focus on a neglected aspect of Chile’s social security reform: its impact on labor market ...

Host Nation Security Force Development

A new model concerning the concepts of host nation security force development, or security sector reform (SSR), is proposed. This model is rooted in scholarly literature and seeks to fill current gaps in United States Army doctrine. The model is mobilized as a dependent variable, changing with different conditions of insurgency and ethnicity. This is a novel approach because it considers distin...

Anyone for Social Security Reform?

A reform of a pay-as-you-go social security makes the pensioners worse off and the working generations better off in the period of the reform (in a dynamically efficient economy without altruism). The observed reluctance across all age groups to support such reforms is usually explained by the insurance properties of these schemes. I propose an alternative in a two sector setting. Since the old...

Sierra Leone Police Reform: the role of the UK government

Sierra Leone's civil war left development urgently needing security and security urgently needing reform. The initial UK response was un-coordinated until the Poverty Reduction Strategy 2004 which highlighted the importance of security. The SSR review, in response, made the security-development link explicit and all state security providers together with the judiciary, oversight mechanisms and ...

Do Donors Matter for Institutional Reform in Africa ?

The last twenty years has seen an extensive and exhausting debate on how to improve the institutions of African states. But progress has been patchy at best. Many of the problems arise from a ‘partial-reform equilibrium’; initial reforms are undertaken, but then strong resistance is encountered, and reform is not completed. Consequently, although donors may be heartened to find governments spea...
